ABA Submits Comments to Proposed Expansion of Mobile Passport Control

On June 5, 2026, ABA submitted comments to U.S. Customs and Border Protection regarding CBP’s proposed expansion of Mobile Passport Control to land ports of entry, including the commercial bus environment. In the letter, ABA expressed strong support for CBP’s goal of modernizing and improving the border-crossing process through secure, efficient technology, while emphasizing that commercial bus operations are fundamentally different from air travel, personal vehicle travel, and other passenger environments.

ABA’s comments were informed by member feedback from operators serving the U.S.-Canada and U.S.-Mexico borders. Members identified potential benefits from a well-designed MPC process, including reduced wait times, improved predictability, and better advance visibility for CBP. At the same time, operators raised concerns about passenger access to technology, senior and student groups, cruise transfers, last-minute manifest changes, license plate substitutions, carrier responsibilities, data privacy, port consistency, and the risk that a single incomplete passenger submission could delay an entire coach.

ABA urged CBP to proceed in a flexible, operationally realistic, and pilot-tested manner. The letter recommends that CBP preserve backup processing options, clearly define the carrier’s role, provide a carrier-facing dashboard or integration tools, allow carriers to select the correct port of entry, account for equipment substitutions, protect passenger privacy, and pair the technology with adequate staffing and bus processing procedures at ports of entry. ABA also offered to continue working with CBP to identify operators for pilot participation, gather additional industry feedback, and help ensure any final program supports security, efficiency, and practical implementation for commercial bus operators.
