Fred Ferguson, president and chief executive officer of the American Bus Association, is set to testify before the House Committee on Energy and Commerce’s Subcommittee on Environment at its June 3 hearing, “Rules of the Road: Examining Legislation to Modernize the Clean Air Act’s Mobile Source Requirements.” The hearing, announced by Committee Chairman Brett Guthrie and Subcommittee Chairman Gary Palmer, will examine a package of bills focused on mobile-source regulation, including legislation affecting over-the-road bus idling standards.
One of the measures under review would prohibit the enforcement of engine-idling restrictions on over-the-road buses and school buses when an engine idles for less than 15 minutes. The hearing is scheduled for Wednesday, June 3, 2026, at 2:00 p.m. ET in 2123 Rayburn House Office Building.
In prepared testimony submitted ahead of the hearing, Ferguson argues that lawmakers have an opportunity to modernize the Clean Air Act in a way that protects air quality while also recognizing passenger safety, accessibility requirements, and the operational needs of federally regulated bus service.
