Invitation: ABA Open Conference Call on FMCSA/NHTSA Speed Limiters Proposal

Dear Motorcoach Industry Leaders and Partners in Motorcoach Safety,
 
This note is an invitation to join us on an open conference call on October 14 at 2 pm ET to assist ABA in understanding the impact of a couple of notices of proposed rulemaking that could impact the operations of motorcoach operators.  The first regulation that we would like to discuss is regarding the potential requirement for the installation and maintenance of speed limiting devices on commercial motor vehicles.

This joint rulemaking from the Federal Motor Carrier Safety Administration (FMCSA) and the National Highway Traffic Safety Administration does not identify a maximum speed; the maximum speed will be identified in the final rule. ABA needs your help in providing us with some direction as to what we should seek to achieve with this rule on behalf of the bus industry. Comments are due on Nov. 7.

The second major rule that we would like to discuss during the call is related to a Treasury Department/IRS issued NPRM (81 Fed. Reg. 51413) proposing to expand the regulations governing the valuation of interests in corporations and partnerships for estate, gift and generation-skipping transfer tax purposes. The purpose of the proposed regulations is to provide the IRS greater flexibility in determining the fair market value of a transferred interest. Comments are due Nov. 1.

We need your input. As many of you may recall, FMCSA had some difficulty in coming to a final conclusion regarding the lease and interchange rule, due to a lack of comments from industry operators. We can’t afford to stay silent!
