Executive Management Committee presents What You Need to Know to About the DoD Bus Program | At the onset of COVID-19 pandemic, the Department of Defense issued restrictions on personnel movement which cut into the need for bus travel. As states are beginning to reopen, those restrictions are being lifted and travel is starting to resume. The Defense Travel Management Office along with the United States Transportation Command (USTRANSCOM) will present an overview of the DoD Bus Program, outline the steps for how to become an approved carrier, walk through the bidding process in the newly redesigned Group Operational Passenger System (GOPAX), and explain how to submit the required monthly data report.


Donna L. Johnson, is assigned to the Defense Human Resources Activity, a component of Office of the Under Secretary of Defense, Personnel and Readiness, serving as the DoD Bus Program Manager, Travel Programs Branch, Defense Travel Management Office (DTMO). As the DoD Bus Program Manager, Ms Johnson provides DoD interface with the federal and private sector travel industry by managing over 400 commercial bus, van and limousine companies offering charter service to DoD.

Ms. Johnson holds a Master of Military Operational Art and Science degree from Air Command and Staff College, Air University and a Master of Arts in Human Resources Management from Webster University. She is a graduate of Tuskegee University with a Bachelor of Science degree in Economics and a distinguished Reserve Officer Training Corps (ROTC) graduate.

Ms. Johnson retired from the United States Air Force at the rank of Lieutenant Colonel, having served 20 years in the field of logistics and transportation. Key assignments included Headquarters Air Mobility Command, Tanker Airlift Control Center, as an Air Transportation Management Officer and Chief of Special Missions Requirements Branch.  She was also assigned to the Defense Intelligence Agency and Military Traffic Management Command in the D.C. area.   She was the Aerial Port Flight Commander, Elmendorf AFB, AK.  The Office of Assistant Deputy Under Secretary of Defense, Transportation Policy as an Air Transportation Assistance and the Chief, Strategy and Transformation, Directorate of Logistics, Headquarters, Air Mobility Command.

Ms. Johnson is the Chair of Chapter Support and Membership Committee, for the Association for Global Logistics and Transportation, National Defense Transportation Association. In April 2015, Ms. Johnson was elected to O’Fallon Township High School Board of Education, where she serves as the board’s secretary.
