Today, ABA  announced its return to Louisville, Ky., for its 2019 convention. ABA will hold the 2019 Annual Meeting and Marketplace, Jan. 26-29, at the Kentucky International Convention Center. Louisville hosted ABA's annual event this past January.

"We look forward to bringing our ABA Annual Meeting and Marketplace to Louisville in 2019," said ABA President & CEO Peter Pantuso, CTIS. "Our members were wowed by the hospitality, quality attractions and culinary delights of Louisville when we visited this year and we can’t wait to see what they have in store for us in 2019."

As the ABA's annual Marketplace is the first motorcoach, travel and tourism show of each year, experts say based on the amount of business written and the number of people attending, it’s the best in the industry and always a ‘must attend’ event. In 2016, Marketplace welcomed more than 3,400 tour operators, suppliers and exhibitors and generated approximately $100 million dollars in booked business at the event or immediately afterward.

Noting all that Louisville has to offer including a new convention center in 2019, Pantuso said the ABA Board of Directors were unanimous in their vote to bring Marketplace back to Louisville.

NOW IS YOUR CHANCE – MAKE REGULATORY REFORM HAPPEN!

The US Department of Transportation (DOT) is seeking the public’s help to identify regulations that should be repealed, modified or replaced. Now is the time to get involved if you want regulatory change!

Repeatedly, the motorcoach industry has advocated for less regulation. The DOT’s recent notice offers the industry this precise opportunity, AND it requires no legislative action. There are some regulations that are required by statue; however, this does not prevent the DOT from taking action to modify the regulations to relieve burdens. Also, there are other regulations not required by statute, where the DOT has complete discretion, even up to the point of eliminating the requirement.

BUT, the DOT needs to hear from the industry on what regulations to address – they need the industry to respond. The DOT notice seeking your comments can be found here: https://www.federalregister.gov/d/2017-21101, and the comment filing deadline is Dec. 1. ABA asked for an extension of time to file comments and we got one!

In addition to seeking written comments, the Department may also hold a public meeting in the near future, providing another opportunity to give feedback on burdensome, ineffective rules.

Specifically, the Department is focusing on existing regulations and agency guidance that should be repealed, replaced, or modified without compromising safety. They are especially interested in identifying regulations that:

•Are outdated, unnecessary, or ineffective;
•Impose costs that exceed benefits;
•Create a serious inconsistency or otherwise interfere with regulatory reform initiatives and policies;
•Could be revised to use performance standards in lieu of design standards.

The DOT is particularly focused on regulations or actions that impose significant costs on businesses without a comparable safety benefit, with the desire to alleviate unnecessary burdens.

ABA has conducted outreach for the past several months seeking regulatory reform ideas, and we will be filing comments for this initiative by the new Dec. 1 deadline. The National Park Service (NPS) unveiled a couple of proposals in late October that would considerably increase the fees charged to a variety of visitors to select national parks during peak season, including individuals and motorcoach tours. According to a statement by NPS, the primary purpose of this price increase is to generate revenue to help address the maintenance backlog, which is estimated to be upwards of $12 billion.

Of primary interest to ABA and the motorocoach, tour and travel industry, the NPS is proposing entry and permit fee adjustments for commercial tours using motorcoaches. The proposal would increase the entry fees for commercial operators and standardize commercial use authorization (CUA) requirements for road-based commercial tours, including application and management fees across the parks.

The proposed motorcoach fees for peak season would jump from $300 per bus in some locations to upwards of $1200.

Beginning Jan. 1, 2019, all parks will charge commercial tour fees made up of three components: the CUA application fee, a CUA management fee and an entrance fee. Click here to view the commercial tour proposal

Donald Leadbetter, National Park Service

Donald Leadbetter is the Tourism Program Manager for the National Park Service, where he coordinates engagement with the travel and tourism industry and facilitates collaboration on relevant issues in support of sustainable tourism that benefits parks, resources, visitors, communities, and the economy.

In addition to providing external coordination and representation of the National Park Service at tourism industry forums, trade shows, and meetings, he collaborates with program areas throughout the agency to leverage tourism-related functions in support of the mission of the National Park Service.
Donald began his career in the National Park Service in 2009 as a Presidential Management Fellow and member of the Commercial Services Program, moving into his current leadership role in 2016. After spending time developing tourism management strategies for the Office of Policy, Management, and Budget at the Department of the Interior in 2010, he joined the National Park Service’s Centennial Office in 2014, collaborating with partners on a variety of programs and events for the agency’s 2016 centennial.

Prior to joining the National Park Service, Donald spent a decade working on the front lines of the travel and tourism sector, from guiding small group camping trips around the country to crewing on expedition cruise ships around the world. Donald earned a master’s degree in tourism administration from The George Washington University.

Please join Andrew Newhart, Director of Policy and Legislation at the American Bus Association, for an update on the current legislative and regulatory actions taking place in Washington, D.C. that impact the motorcoach, tour and travel industry.

Speaker

Andrew Newhart joined ABA in April 2016. He is part of the Government Affairs and Policy team focusing on ABA’s legislative and lobbying efforts. He has a background in transportation policy from both government service and work in the private sector.

Newhart started his career working on a presidential campaign in during the 2008 election cycle. After the campaign ended, he worked for several years on the House Homeland Security Committee – Subcommittee on Transportation Security and Infrastructure Protection under then Chairman Bennie G. Thompson (D-MS). Following his work on Capitol Hill, he worked for nearly five years in the public policy group of a leading global law firm focusing on maritime, transportation and infrastructure policy.

Newhart received his B.A. in Political Science and Philosophy from St. Bonaventure University. He is originally from Rochester, New York and currently resides in Washington, D.C.
