Minutes, 2009 Summer Meeting
- The Human Performance Committee and Environmental, Health, and Safety Committee met together to listen to two guest speakers, Jeff Liva and Mark Everest.
Dr. Jeff Liva addressed the committee regarding Medical Examiner's Certificates and the medical review/oversight process.
Mr. Mark Everest spoke with the committee regarding the "Occupational Athlete Program".
- An Issue/Request For Action concerning the NTSB recommendations regarding the Medicine Hat crash was discussed by the committee. In addition to requiring all motor carriers to use EOBRs to collect and maintain data concerning driver hours of service, the NTSB recommendations address trip planning, and motor carrier operations in rural areas lacking cellular telephone coverage;
"...information should encourage charter operators to develop written contingency plans for each charter to ensure that trip planning is in place in the event of driver fatigue, incapacitation, or illness or in the event of trip delays necessitating replacement drivers to avoid hours-of-service violations and inform drivers of their trip's contingency plans. The prepared information should also provide information about the risks of operating in rural areas without wireless telephone coverage and advise members to carry mobile cellular amplifiers or satellite-based devices to communicate emergency events."
Based on these recommendations, the committee determined to establish Continuous Educational Outreach for Tour Operators possibly including the following elements:
- 10 Hour Driving Rule
- 15 Hour On Duty/Driving Rule
- 10 Hours Rest between driving shifts
- Contingency Planning
- How to read the Insurance Certificate
- The Subcontractor's role in Safety Planning & Operations
- Communication Strategy
- Firm up Itinerary to Carrier ASAP & well ahead of departure time
The committee would like to explore a number of deployment options including, but perhaps not limited to, the ABA Tour Operator Training site (CTIS) to move the training/checklist to tour operators.
An Ad Hoc committee has been established to flesh-out the checklist and will work together using conference calls to accomplish this goal for the next committee meeting.
