Norm Littler

Vice President of Regulatory & Industry Affairs

Norm Littler is Vice President of Regulatory and Industry Affairs for the American Bus Association (ABA), where he also serves as Executive Director of the Bus Industry Safety Council (BISC) and is the association’s chief safety and security officer.   

Norm is the former Chairman of the Highway and Motor Carrier Sector Coordinating Council [HMC-SCC]. The HMC-SCC, under CIPAC guidelines, acts in an advisory capacity to the Department of Homeland Security, and other federal agencies, on issues relating to security and infrastructure protection, preparedness and response for commercial highway transportation.  The HMC-SCC, under a newly established private sector partnership pilot program, also provides industry expert support to intelligence analysts reporting to the Office of the Director of National Intelligence.  Norm has 38 years of transportation experience, 31 years of which has been with the motorcoach industry.  Norm holds an Insurance Institute of America accreditation in risk management.   

 Norm’s is also a full member in the Society of Automotive Engineers.  He is Chairman of the National Academies’ Transportation Research Board - Commercial Truck and Bus Safety Synthesis Program Oversight Committee.  He is a member of the International Association for Counterterrorism and Security Professionals and the Roadway Safety Foundation. Before  moving to Washington, Norm worked for nearly 17 years at Motor Coach Industries, North America’s largest manufacturer of intercity buses, first in the research and development division and then as administrator for regulatory and product related legal affairs and risk management. Norm is a former member of the Canadian Air Force.
